It's not yet clear that banks will get a share of this, this tax amnesty does not require funds to be repatriated, it's just that it gives an incentive ... and the money may have to go to government bonds.

It shows investors are still underexposed to China and there definitely is a scarcity value perceived in these bonds.
Nobody wants to step in right now, though many bonds are cheap compared to a few weeks ago.
