How to use FELON in a sentence?

Article 35 of the (New York) penal law permits you to use deadly physical force to stop a fleeing felon who is either charged with a felony or convicted of a felony, so the police officer was spot on.
How could he do something like that? This is a convicted felon. He killed police officers in New York.
If having a place to live and a job to work are essential for every citizen, why would that not be the essential case for every citizens, regardless of being a past convicted felon ?
